This is not describing a single failure. It is showing a pattern where:

3. Records or outcomes do not reflect the concern.
4. No effective correction occurs.

That repetition indicates system behaviour, not accident.

Finding 4 – Use of Protected Domains to Avoid Accountability

• Claims of religious protection or belief
• Deference to institutional authority

can function in practice as:

“explanatory shields” that delay or prevent proper investigation

This is not about belief itself. It is about how belief or protected status is used in decision-making environments.

Finding 5 – Delay Functions as Denial

This clearly shows:

• investigations delayed
• responses prolonged
• processes extended

Result:

Justice is not just slowed — it is effectively denied.

This aligns with the legal principle: justice delayed is justice denied.

Finding 6 – Real-World Consequences

These are critical because they move the findings beyond theory:

• mischaracterisation of individuals
• compromised medical or institutional outcomes
• prolonged harm
• erosion of trust

2023 Findings in Spain found that 0.6% of the population of Spain had been sexually abused by Roman Catholic priests and laity. Up to 50 million alive on any day who have been raped or abused by Catholic clergy &/or Catholic laity

Current world population is 8 billion - 0.6% = 48 million alive today who are likely to have been raped by Catholics globally.

The church protected the perpetrators, not the victims
