The inability of a child to thrive in a Constitutionally protected God based perpetual threat and rape culture is not a fault of the child; however it does become their odious responsibility upon reaching adulthood to resolve the harms done to them. The Christian religion at its core is a toxic mechanism whereby intergenerational trauma is kept alive, active, and deeply embedded in each new generation, as it has done over the past 2,000+ years.

Rachel PAYNE (South-Eastern Metropolitan) Wrongs Amendment (Vicarious Liability) Bill 2025 2nd Reading Wednesday the 2nd of April, 2025

The legislative process in Victorian Parliament offers a vital opportunity for survivor/victims and their allies to shape laws that could make a real difference in people's lives. The second reading stage is a critical moment in this process, and it's where your voice can have a significant impact.

Understanding the Second Reading Stage

The second reading of the Wrongs Amendment (Vicarious Liability) Bill 2025, presented by Rachel Payne on behalf of Legalise Cannabis Victoria, involves tabling a statement of compatibility with the Charter of Human Rights and Responsibilities Act 2006. This bill seeks to amend the Wrongs Act 1958, making organizations vicariously liable for child abuse by individuals similar to employees. This addresses current legal limitations and the difficulties plaintiffs face in recovering compensation.

How Survivors Can Take Action

While the specific article doesn't detail immediate actions, here's how survivors and their allies can influence legislation in Victoria, particularly during the second reading:

The Importance of Your Voice

The Victorian Parliament considers public opinion when debating and voting on bills. Your voice, as a survivor or ally, is crucial in shaping legislation that protects vulnerable individuals and ensures accountability. By taking these actions, you can contribute to a legal system that better serves the needs of survivors.

More of when a bill in the Victorian Parliament reaches the second reading stage

When a bill in the Victorian Parliament reaches the second reading stage, it undergoes a critical part of the legislative process. Here's how it works and why it is importanty if you hope to see it pass into legislation:

  1. Second Reading Speech: The minister or member who introduced the bill delivers a speech explaining its purpose and objectives. This is known as the second reading speech.

  2. Public Access: At this stage, the bill is made public for the first time. This allows members of the public, stakeholders, and other parliamentarians to review its contents.

  3. Adjournment for Review: Debate on the bill is paused (adjourned) to give members time to read the bill, consult with their communities, and prepare their responses. This period typically lasts about two weeks.

  4. Debate: When the debate resumes, members of Parliament discuss the bill, presenting arguments for or against it. This is an opportunity to highlight concerns, propose changes, or express support.

  5. Vote: At the end of the debate, members vote on whether the bill should proceed to the next stage. If the majority supports it, the bill moves forward.

This stage is crucial as it allows for thorough scrutiny and public engagement before the bill progresses further.

2023 Findings in Spain found that 0.6% of the population of Spain had been sexually abused by Roman Catholic priests and laity. Up to 50 million alive on any day who have been raped or abused by Catholic clergy &/or Catholic laity

Current world population is 8 billion - 0.6% = 48 million alive today who are likely to have been raped by Catholics globally.

"This is a matter for the church and I respect the internal judgements of the church. I don't stand outside the church and provide them with public lectures in terms of how they should behave. I've noted carefully what his Holiness has said in the United States. Obviously that was a source of great comfort and healing in the United States. I'm like all Australians very much looking forward to what the Pope has to say here in Australia as well, as I am to my own conversation with the Pope later this morning." Wednesday, 22 June 2022 - I may not have this down syntax, word and letter perfect or with absolute precision in every aspect; however time and the evidence will show that I am closer to the truth than any religion has been or will likely be.
Let history be the standard by which that is measured.

The Commissioner informs us that the clergy sexual abuse issue was all over and that it had only been a small statistical glitch around the year 2000. History shows this to have been a display of absolute ignorance on the issue ...
