Critical infrastructure / concentration risk. Who Loses the Most

When money buys the approvals, data centres become the largest new targets in a future conflict or a homegrown attack. Espionage maps the dependencies. Multi-point disruption removes the failover. Then the industries that invested biggest in those services find out what the bill actually is.

Money and lobbying will get the sheds built. That is the honest premise. Local objections, water fights, transformer queues, and strained grids slow the pipeline; they do not stop it. Hyperscalers and their financiers write the cheques, utilities revise load forecasts upward year after year, and the campuses rise anyway — gigawatt-scale boxes in Northern Virginia, Texas, the Midwest, and a growing list of other corridors. Data Center Alley already concentrates a startling share of global traffic and cloud capacity. The next wave is larger still.

Those sites are no longer just real estate. They are the places where hospitals keep records, banks clear payments, retailers take money, airlines route aircraft, and AI companies run the models they sold as destiny. They are also large, fixed, power-hungry, and impossible to hide. That combination makes them high-value targets in any serious conflict and attractive symbols for anyone who wants to hurt a modern economy without ever touching a barracks.

The question is not whether the builders get their approvals. The question is what happens to everyone who already bet the company on those buildings when the power feeding them, or the buildings themselves, go dark — and what happens when the dark is not an accident in one place, but a planned campaign against several points at once.

The quiet work before the lights go out

Industrial espionage against this stack is not mainly about stealing a source-code trophy. It is about stealing the map. Who actually lives in which region. Which hospital network shares an electronic-records vendor with which other network. Which payment processor, identity broker, warehouse system, and crew-scheduling product all sit on the same cloud control plane. Which substations, gas laterals, and transformer yards keep a particular campus alive. Which “disaster recovery” site is only a short drive — or a shared grid interconnection — from the primary.

That map is the difference between a messy outage and a designed one. A competitor, a hostile service, or a state programme that spends years collecting that picture does not need to guess which building matters. It already knows which industries will bleed first if a corridor loses power, which SaaS companies are single-homed, and which failover regions are already running hot because the AI boom filled every rack that could be electrified.

The fear is not theoretical pre-positioning as a slogan. Security agencies have already warned that sophisticated actors spend long dwell times inside energy, telecoms, and adjacent operational systems — not always to smash them today, but to understand how to smash them later. Data-centre campuses sit at the junction of those systems: hungry for power, dependent on cooling and building controls, and upstream of half the civilian economy. Espionage that charts that junction turns every “cloud-first” annual report into a targeting annex.

Imagine the briefing that never appears in a quarterly earnings call. Not “we have multi-region architecture.” Instead: here are the twelve companies whose payroll, claims, and clinical systems share one region and one vendor. Here is the manufacturing belt that cannot ship if two logistics platforms and one payments rail fail together. Here is the utility district whose remaining headroom disappears if the campus next door draws backup generation at the same hour the grid is already short. That is planned industrial espionage in this domain — a shopping list of other people’s single points of failure.

Scenario one: the power dies first

A major data-centre corridor does not need the halls themselves to be hit. It needs the electricity. These facilities run at extreme density. A single AI rack can draw as much as a small neighbourhood. Clusters already consume a rising share of regional peak load; in Virginia the industry’s appetite has been measured in double-digit percentages of statewide electricity and is still climbing. Grid connection is the bottleneck everyone already knows.

When that feed is disrupted — storm, equipment failure, a strike on transmission and substations, or a prolonged regional shortfall — the backup story is diesel, batteries, and prayer. Thousands of generators sit on these sites. They were never designed to run a gigawatt campus for days. Fuel logistics become the next single point of failure. Cooling fails after power. Servers thermal-trip. The region that was sold as “the internet” becomes a dark postcode.

The first hours look like a familiar outage: apps spin, checkouts freeze, logins fail. Then the second-order systems surface. Payment processors that live in one busy eastern region stop clearing. Hospital portals and electronic records stall. Warehouse management systems go blind. Airline inventory and crew scheduling lock. The companies that paid for “multi-AZ resilience” discover that availability zones in the same metro still share the same strained grid and the same fuel trucks.

Scenario two: the campus itself is taken offline

Physical targeting of a hyperscale campus or a tight cluster of them is no longer treated as science fiction in security writing. Commercial cloud facilities have already been discussed as strategic infrastructure in active conflict. When a major availability zone or an entire regional campus is forced offline — fire, blast damage, cooling destruction, or prolonged isolation — the effect is not a tidy failover banner. It is a hole in the map.

Workloads that were never truly multi-region dump onto remaining capacity. That remaining capacity is already tight because the same boom that built the target also filled every other rack the industry could electrify. Latency spikes. Queues explode. Customers who thought they had bought geography discover they bought a postcode.

The fear is not only lost compute. It is lost trust in the assumption that the cloud is elsewhere. Once a flagship region is a crater or a dark shell, every board that signed a ten-year cloud commitment has to explain why the company’s operating system lived in a building that could be removed from the network in an afternoon.

Scenario three: multi-point sabotage, not a single wound

A single-campus outage is a catastrophe with a restoration story. Multi-point disruption is the story with no clean ending. The design is simple to state and ugly in practice: do not destroy one thing. Pressure several things that the victims assumed were independent.

One point is the power serving a primary corridor. Another is a second region that the sales deck called “the failover.” A third is not a data hall at all — it is a chilled-water plant, a fuel terminal, a switching station, or a handful of building-control environments that keep many halls alive. A fourth is the SaaS layer sitting on top: the identity provider, the payments processor, the electronic health record, the warehouse system that thousands of firms never listed as “our cloud risk” because they never signed the hyperscaler’s contract themselves.

Espionage makes that combination possible. Without the map, an attacker wastes effort on a building whose tenants already copied data elsewhere. With the map, the same campaign hits the primary, the supposed backup, and the hidden vendor at the same time. Failover stops being a strategy and becomes a crowd crush. Everyone runs to the remaining capacity. The remaining capacity was already sold to AI training. Queues do not drain. They stack.

This is how “we are multi-cloud” dies in public. Two providers can still share a metro grid, a transformer supply chain, a diesel market, and a set of common operational-technology vendors. Two regions can still share a control-plane habit and a customer base that never actually tested a full cutover. Multi-point sabotage is the recognition that modern concentration created correlated failure — and that someone patient enough to study the correlations does not need to take down the whole internet. They only need to take down the few joints that hold a given industry upright.

The timeline stretches. Day one is the outage everyone understands. Day two is the discovery that the disaster-recovery runbook points at a site that is also dark, or at a region that is up but saturated. Day three is fuel, parts, and people: generators that cannot be refuelled at scale, replacement high-voltage equipment that was already on a multi-year lead time, staff who cannot reach campuses because the same event snarled transport systems that also live in the cloud. Day four is triage by governments and utilities — who still gets power, whose compute is “essential,” whose factory is told to sit cold. That is no longer an IT incident. It is industrial policy written in the dark.

Scenario four: it lasts longer than the SLA

Insurance models and outage studies already price 24- and 48-hour hits to a single dominant region in the billions for the Fortune 500 alone. Healthcare services, retail, telecommunications, financial services, software, manufacturing, and airlines show up again and again at the top of the loss tables. A 24-hour hit to a flagship eastern region has been modelled at roughly $3.4 billion in direct Fortune 500 revenue loss; stretch it to 48 hours and the number jumps toward $8 billion, with manufacturing climbing the list as plants and supply chains seize. Take a broader North American set of regions for a day and modelled figures exceed $11 billion — before downstream chaos, reputational damage, and the companies too small to appear in those tables.

Those models assume restoration and assume the rest of the map is intact. Multi-point disruption voids both assumptions. Restoration is slower when several joints are broken. The “other regions” cannot absorb the flood. At that point the outage is not a line item. It is a rationing problem.

Who loses the most

The hyperscalers lose money, reputation, and political capital. They do not lose first, and they do not lose most. They have the cash, the multi-region skeletons, and the ability to tell the market that this region was the unlucky one. The people who lose first are the ones who treated a vendor’s region as if it were a law of nature — and the ones whose “Plan B” was sitting on the same map the espionage team already drew.

Healthcare. Records, imaging, pharmacy systems, scheduling, billing, and an increasing share of diagnostics sit in the cloud. When those systems go dark, staff revert to paper and memory. Labs cannot push results. Medication orders stall. Elective work stops. Emergency departments slow. The modelled financial hit is large; the human hit is worse. A hospital does not get an SLA credit that brings a patient back. Under multi-point disruption the cruelty doubles: the backup clinical system and the identity layer that lets clinicians log in fail together. Networks that standardised on one electronic-records vendor discover they standardised on one blast radius.

Finance and payments. Trading, retail banking apps, card networks, and settlement systems have concentrated risk in the same few regions that everyone else uses. Hours of frozen rails do not just cost revenue. They freeze payroll, merchant settlement, and the daily belief that money moves. Markets hate uncertainty more than they hate a printed loss number. A multi-day, multi-point event is how a technical failure becomes a confidence event — especially if payments, market data, and the authentication systems that let staff into the building all hiccup in the same window.

Retail and e-commerce. Checkout is the visible wound. Inventory, warehouse robots, last-mile routing, and fraud systems are the hidden ones. A targeted, prolonged, multi-site hit turns “we are experiencing high demand” into empty shelves and cancelled orders that do not come back. Mid-market retailers with a single-cloud, single-region stack die faster than the giants who can shift traffic and absorb refunds. Espionage that already knows which retailers share a warehouse platform turns a regional outage into a category outage.

Manufacturing, logistics, and airlines. These sectors look less “digital” until the plant system, warehouse system, transport system, and crew system stop. A plant that cannot see its orders or its parts list is a plant that is off. Just-in-time supply chains have no inventory cushion for a four-day software blackout. Aircraft still exist; the software that knows where the crews, parts, and slots are does not. Multi-point sabotage aimed at both compute and the power that feeds a logistics hub is how a software event becomes a physical shortage.

The AI companies and the firms that rented their future. Training clusters and inference endpoints are the reason the new campuses exist. If the power or the halls go, the product stops. If two campuses go, the product does not “fail over.” It vanishes. Startups that rented a single region’s accelerators have no product and no story. Incumbents that sold “AI-native everything” discover their own operations run on the same vulnerable metal. The capital already spent — hundreds of billions across the largest tech balance sheets — does not generate a watt if the sites are dark.

Everyone downstream of SaaS. The cruelest layer is hidden dependency. A company that never signed a hyperscaler contract still dies when its records vendor, payments vendor, identity vendor, or logistics vendor did. Planned espionage loves this layer. It is where the real concentration hides: thousands of brands, one platform, one region, one assumption that someone else did the resilience work.

Ordinary people. Not as a slogan — as the last line of the cascade. Missed wages when payroll files do not land. Prescriptions that cannot be verified. Flights that cannot be rebooked. Food systems that assume the cloud is up. Emergency services and government portals that moved online because it was cheaper. The public did not vote to make a Loudoun County substation or a Texas gas plant the load-bearing wall of daily life. They get the bill anyway, first as higher power prices from the buildout, then as silence when several points on that buildout are hit at once.

The losers after the map is used

The builders will say the facilities are hardened, multi-homed, and defended. Some of that is true. None of it changes the geometry. You cannot make a 500-megawatt campus small. You cannot make its power demand discreet. You cannot scatter a decade of “cloud-first” architecture across the planet in a weekend after the first campus goes dark — and you cannot do it at all if the second campus and the shared vendor were part of the same plan.

Who loses the most is therefore not a mystery. It is a ranking of who concentrated hardest and tested least:

The hyperscalers will survive a hit. They will invoice the survivors. The losers are the firms that confused a sales deck for a continuity plan, the patients whose records lived in a region, and the public that was told this was progress right up until several lights in the alley went out on the same night.
