Survivors will keep going back to whoever holds the title. They should. The human office can still be pressed for records, prosecutions, reparations, and the dismantling of conflicted investigations. But we should stop pretending that the petition is evidence the old story is working. The petition is evidence that the old story failed the people it was supposed to protect — and that it failed them first, when they were too young to refuse the sale.
