Missing are indications that the victims have been provided with Due Process and Procedural Fairness. It simply does not exist in the description above.

Due Process and Procedural Fairness are the backbone of our justice system and every individual has a right to this fairness. The Church is aware of that when it comes to protecting their pedophiles but obfuscate and coerce victims to sign away their rights or to completely ignore them.

re ex-police officers. A general experience over 50+ years points to police officers who are also papal knights as being among the most seditious (insubordination, insurrection, mutiny, treason, agitation, defiance, disobedience, dissent, insurgence, insurgency, revolt, revolution, uprising) and toxic.

Being a sworn papal knight means that the individual has sworn an oath of first allegiance to the foreign state of the Vatican and then to uphold the law of the country where possible, however this can be set aside using a range of systems from freedom to practice a religion, Catholic doctrine, Catholic Ethos, forgiveness etc. Should they have to over-ride the law of the country to ensure the imposition of Catholic law which is claimed to be above the laws of the country when it comes to protecting the good name of the church they have a plethora of callous excuses.

They engage in inhumane practices such as Blind Reporting, bullying and favouritism towards some victims when it comes to compensation and ease of travel through the justice systems through to outright rejection if there is any possible way to deny the truth and the facts of the horrors that were forced onto their victims.

They hold a special fear hatred for those who speak out publicly and contine that from the pulpit and within their health and education systemsin such a way that the course of justice is perverted and denied to many.

Human Rights don't exist for them as they are according to themselves and those that have deceived are the epitome of all thing moral and ethical yet they are the largest gathering of men in secret societies who force through coercive means women of their parishes to endure being overpowered by the authority and control they have of wielding threats of eternal damnation and horror should they not be sexually serviced on demand and made available for other clergy.

Mental Reservation - this allows Catholics to lie without lying, Mental Reservation is commonly backedup with a jocose lie when at risk of exposure. Rewards can come in many varieties such as Indulgences and ups your final position in the mythical heaven that they sell endlessly. It is probably fakery's greatest sales pitch and it costs them nothing to maintain other than filling your mind with their mythology.

Papal Knighthood. The Vatican, the Holy See and the Roman Catholic Church/religion are all headed by the one person, that being the pope.

The Roman Catholic Religion and a few other versions are the property of the Vatican which is legally defined as a sovereign state; that meeans they are a foreign sovereign state and should be treated as such firstly and then they should be regulated to the most stringent scientific standard of their every claim.

The Holy See is the political arm with which our country engages in trade and commerce via diplomatic relations managed via our Embassy and the Holy See.

The claim is made that each entity stands alone when in fact that is not possible as each segment is headed and controlled by the one individual who can in an instant in their own mind swap from being the head of the Catholic Church into the role of head of the Vatican or Holy See while claiming that these each are independent bodies - this is in fact a fraud. The pope is the only individual on the planet who can simultaneously head each aspect of its belief system and yet for accountability it's Churches or religions can claim freedom religion for it's leadership.

Each year our country provides the various aspects of the Vatican billions in funding to run its human rights abusing education system and billions more to pay for its bigotry to control a large portion of our health systems. Add to that funding for aged care and property at Peppercorn costs because grafting politicians can gain from their relationship with a religion that is the biggest employer in the country.

Our politicians abuse us by shopping out our social services so that religions can then enforce their toxic beliefs onto larger percentages of the population in contravention of s116 re the establishment of religion that has become so pervasive that it is consider to be the norm.

The oath of a papal knight has Australian citizens swear a first allegiance to the Vatican and then to its God via the Roman Catholic Church. The legal definition of that relationship in any other relation with a sovereign state is not tolerated due to the demand of allegiance via a sworn oath to a foreign sovereign, however with a combination of the above and the freedom clause in our Constitution can be manipulated to claim that it is the right of an individual to have a first allegiance to their God, their Church, their diplomatic presence and the controlling authority of the Vatican and then if it suits the moment and the purpose of protection the Church they are authorized to act firstly to protect the church else their right to eternal life will be revoked and they will be excommunicated from the Church.

Under the privilege of s116 papal knights have been able to infiltrate every aspect of government, the judiciary and every police jurisdiction in the country with every "good obedient Catholic" doing their little bit to protect the "good name" of the largest ever known concentration of rapists and pedophiles in the past 2,000 years and yet they retain status, power and the ability to milk every cent available to help bolster and enforce their ideals on the entire country - every man, woman and child according to their own doctrine.

It's various forms of entrapment can only be called Modern Day Slavery as those born into it are terrified to leave and the Church never loses a grip on any human that comes within its reach. It's indoctrinates children via an overwhelming array of horror, torture, threat and folklore in an unbeatable hierarchy that the child must bow to in order to survive the horror tat awaits them if they should have real thoughts about their own self identity, their own sexuality while their sense of family is substituted to various rapists and pedophiles and emotionally deprived and sexually dysfunctional in fancy expensive dresses worth tens of thousands of dollars of fancy robes while parading gold chalices and ruby rings and much overbearing fineness while begging poor and needed more of yours and your country's money so that they might help a selected few of the millions of poor that they have helped create and help to perpetuate and to profit through "Forced Adoptions". stealing children (Kidnapping) in country after country, while hating gay and gendered children and adults simply because they do not change or evolve with new knowledge. Instead they enforce rules that have their origins in criminal and insane warmongering women and children owning Romans of a past era of brutality that is a horror just to read the headlines or chapter after chapter that describes where this religion came from and wonder why our world has so many unfixable problems. Those problems have been generated from decade upon decade of preferential treatment and access to te highest levels of government to further the establishment of the Catholic and Christian religion until it has an overwhelming control over every one of Australia's citizens and they only get away wit because our government that we have today fail us on this fraud and deception and in doing so cause untold unnecessary suffering of tens and hundreds of thousands of Australian children.

This is one of the most insidious forms of coercion possible and has allowed millions of children to be raped by Catholic clergy and that has been traditionally covered using a combination of the above and other Catholic ideals such as the Doctrine of Double Effect. According to the principle of double effect, sometimes it is permissible to cause a harm as a side effect (or ''double effect'') of bringing about a good result even though it would not be permissible to cause such a harm as a means to bringing about the same good end. This is more than a principle, it in fact is a part of the doctrinal teachings and beliefs of the Catholic religion and has traditionally enabled the rape of countless Catholic children while helping to develop the currently active and ongoing cover up of those crimes through the unprincipled use of this doctrine and process and by any others means it has access to.

THE TACTIC THE NEW ZEALAND CATHOLIC CHURCH IS USING TO BLOCK CLAIMS BY ABUSE SURVIVORS

The New Zealand Catholic Bishops and Congregational Leaders have set up a sophisticated strategy to deny survivor complaints against clergy and religious child sexual abuse. It is a move designed to "not uphold" their complaints and prevent them from knowing why.
The five players in this strategy are:

1. THE MIXED COMMISSION
This is a group made up of the New Zealand Bishops Conference and Congregational Leaders Conference of Aotearoa New Zealand. It is headed by John Dew, Archbishop of Wellington for the Catholic Bishops, and the priest Tom Rouse of the Columban Fathers for the Congregational Leaders.

2. THE NATIONAL SAFEGUARDING & PROFESSIONAL STANDARDS COMMITTEE
This is a top-secret committee. Its members are unknown. The are allegedly appointed by Mixed Commission. It claims to oversee the work of National Office for Professional Standards. It also claims to be responsible for the Church's protocol for responding to complaints of abuse by clergy or religious (A Path to Healing/Te Houhanga Rongo).

3. THE COMPLAINTS ASSESSMENT COMMITTEE (CAC)
This is another top-secret committee. It members are also allegedly appointed by Mixed Commission. Its role is supposed to be to implement A Path to Healing/Te Houhanga Rongo and make recommendations to the Church Authority.

4. THE NATIONAL OFFICE FOR PROFESSIONAL STANDARDS (NOPS)
This Office was set up to manage responses to complaints under A Path to Healing/Te Houhanga Rongo.

5. THE CHURCH AUTHORITY
This is the relative Bishop or Congregational Leader who bears the relative responsibility for the abuse.

Here is the strategy:

1. The complaint is lodged.

2. The director of the National Office for Professional Standards assigns an investigator to investigate the complaint. The Terms of Reference for the investigation are never disclosed to the survivor.

3. The investigator eventually submits a report to the Complaints Assessment Committee. The members of this Committee are not known, and the report is not shared with the survivor.

4. Based on a lack of information in the investigator's report, the Complaints Assessment Committee claims that there is no evidence to support the complaint. The Committee then makes a recommendation to the relative Church Authority that the complaint should not be upheld.

5. The relative Church Authority then writes a letter to the complainant saying such things as the following:

"The complaints assessment committee considered your complaint and supporting documentation, and came to the recommendation that, on the balance of probabilities, the complaint could not be upheld."

- And -

"I write to inform you that after carefully considering the report and supporting material, my view of the evidence accords with that of the Committee and I therefore accept the Committee's recommendation that the complaint is not able to be upheld."

- And -

"The Committee considered each aspect of your complaint and the relevant evidence in respect of those and concluded that the complaint was not proven."

- And -

"on the information available provided by Investigation Consultants Ltd, he CAC found the complaint not proven on the balance of probabilities and the committee has not recommended upholding your complaint. The Marist Brothers and Archdiocese support the CAC's recommendation."

- And -

"they found your complaint relating to your time at Epuni Boys Home and again at the Otaki Health Camp was not proven on the balance of probabilities and the Committee has not recommended upholding your complaint."

- And -

"after reviewing the complaint material, I accept the committee's recommendation so your complaint has not been upheld."

- And -

"this means the requisite standard of proof in relation to the alleged abuse while resident at Epuni Boys Home has not been achieved."

The relative information from the Complaints Assessment Committee sent to the Church Authority is never disclosed to the survivors. Nor is any indication given as to the criteria needed on a balance of probabilities.

After requesting from the relative Church Authority what the relative evidence was present to him by the CAC, the survivor is sent back to NOPS.
NOPS then uses Privacy Law to deny the right to that information.

But survivors have contacted persons whom they nominated for the investigator to contact. They each learned that there was no contact. Therefore, in effect, there was no real investigation.

When survivors did manage to obtain a copy of the investigator's report, none of the evidence they submitted or none of what they requested to be obtained, was submitted by the investigator to the Complaints Assessment Committee.

CONCLUSION
While the New Zealand Catholic Bishops and Congregational Leaders have set up this sophisticated strategy to not uphold abuse complaints, is it no more than the same old system of denial and cover up.

Using secrecy to deny abuse complaints is not a new strategy. Catholic Bishops have been using it for decades to cover up the crimes of priests raping children.

In the end, however, this strategy is successful for only one thing: to deny victim and survivors complaints of clergy and religious abuse. Therefore, it cannot possibly be A Path to Healing. It is a sophisticated form of coverup that prioritises the advice of lawyers.

The director of the National Office for Professional Standards, Virginia Noonan is a former lawyer and the chair of the committee which oversees the Complaints Assessment Committee is a lawyer the Principal of Hamlin, lawyer Phillip Hamlin. They are both working for the Church.
Some of the investigators who have been used in this process, to date, are the following:

1. Vicky Blake from Wellington, an Ex-Police Officer.
2. Jason Bracegirdle, Investigation Consultants Ltd, an Ex-Police Officer.
3. Pat Coady of Corporate Risks, Christchurch.
4. Richard Corbidge from Taupo.
5. Micky Earl of Corporate Risks, Christchurch.
6. Maree Ann Kereama from Takapuna, Auckland.
7. Peter Robert Kereama from Takapuna, Auckland.
8. Kitty McKinley from Wellington, a social worker.
9. Simon Scott of Global Investigations, an Ex-Police Officer.
